The global third sector is at a turning point, confronting challenges for change. Studies on development and transformation of global NGOs, both international comparative studies of several nations and researches on individual countries, reveal that the nongovernmental sectors (NGS) vary between countries in scope, scale and function. Like its counterparts around the world, Hong Kong’s NGS is undergoing profound transformation, which is greatly influenced by the global trend toward New Public Management (NPM) reform in the public sector. It has been more than a decade since the Hong Kong government introduced a series of market-oriented reforms in the welfare sector. It is time to review the influences of these reforms on NGOs, in order to reflect on these reforms and make better plans for the future development of the welfare sector in Hong Kong.
