Leadership and Management in the Collection of Revenue in Tshwane

The study is about the impact of balancing leadership and management in the collection of revenue in City of Tshwane. The financial statements of City Tshwane Metropolitan Municipality reveal that the municipality is unable to collect municipal revenue, as evident by the extent of the outstanding debts owed by citizens. Leadership and management are two different concepts but they complement each other. Furthermore, management and leadership play a pivotal role in the structure that deals with revenue collection. Firstly, it should be able to motivate the staff members to ensure adequate performance in terms of revenue collection. Secondly, the citizens need to be encouraged to pay for the municipal services. To achieve this management and leadership must work hand-in-hand.
