Over the years, Egypt – as one of the leading states in MENA region which have dual legal systems the Civil and Administrative legal systems - has predominant effect on all the legal systems in MENA region, as all the countries in the MENA region influenced by - in way or another - the Egyptian law. After the outbreak of COVID-19 followed by the announcement of WHO on March 14th, 2020 that COVID-19 is a pandemic, all the governments in MENA region adopted severe measures to suppress such pandemic. Those measures are typically taken under the umbrella of the Administrative law. In this book, I tried to clarify firstly the sources of administrative law in Egypt, secondly the powers of the government to preserve the public order as police administration power and its restrictions, thirdly COIVD 19 as a state of emergency, lastly the impact of COVID19 on the performance of administrative contracts in Egypt.
