Flooding is the most frequent natural disaster affecting millions of people in Europe and has an enormous impact on the environment and society. Highly expensive technical details could be avoided based on existing scientific knowledge as it is recognized that there are no universal solutions for environmentally friendly flood management practices due to unresolved legal relationship. To narrow the communication gap, navigation within the requirements of the Water Framework Directive, Flood Risk Management Directive and the European Union Flood Directive, provide a practical base for the analysis of information and formulation of arguments involved; these are the legal integration systems. Incorporating spatial management into the complex field of integrated flood management enforces legal integration in European River Basin Districts of cross border flood events. The analysis should improve usability of spatial planning models and provide answers related to different disciplines like hydrology, ecology and economy and especially be useful to policy makers, environmental groups, organizations, units of governments, and professionals in land and environmental management.
