The goal of the higher education reform in Morocco was to meet the needs of an ever-increasing enrollment and ensure employability of university graduates, in a changing economy. The new reform recommendations emerged from an ad hoc special commission (COSEF) that comprised representatives from political parties, university professors and administrators, trade unions represented in parliament, and religious scholars.
