Health sector reforms have been carried out in most countries in Sub-Saharan Africa for the more than two decades, though research shows that the gains of these reforms have not been forthcoming. The expectation that cost-sharing in health would improve provision of quality health care seems not to have been met. In an effort to achieve quality health care, health care facilities need to be rehabilitated so as to offer quality services and meet extra demand. There is also need for development of quality standards for medical equipment and strengthening of the capacities of public health institutions to carry out promotive health care.
