This study is describing the process and outcomes of telecommunications sector reforms in countries of Mexico and Turkey. By comparing the common features and differences of the reform process, the author explores how these two states redefined their roles as policy making institutions firstly, by implying powerful decision making, planning and preparing the sector to regulation with new institutions, and then secondly by controlling and implementing these "new" regulations. As these states try to implement "new" regulations to telecommunications sector, the main problem of the study is to discuss on if the the national telecommunications policy be formulated in order to liberalize the telecommunications service sector and to sustain the access to basic telecommunications services at the same time. The answer is for no for these countries for the time being since the attempts to reach one end, hardens to reach the other end.
