Sri Lanka is at a stage where it has begun implementing of e-Government solutions under the e-Sri Lanka ReGov program. The e-Government projects have been designed to first have a Business Process Re-engineering (BPR), before the commencement of the system study. Performing such a BPR before implementation of an e-Government solution is highly important since most government departments tend to have historically inefficient and highly ingrained management processes and routines which prevent the execution of services in an efficient manner. Clearly, the success of an e-Government solution is critically dependent on the success of such a BPR endeavor. In doing BPR in government, introducing the process as Government Process Re-engineering (GPR) is more applicable than the BPR. This book discusses an innovative exemplar model for GPR and it can be utilized to evaluate BPR approaches. By leveraging this model, the author intends to clearly identify different BPR approaches, and then determine the GPR approaches that would be most appropriate for Sri Lanka and similar developing countries.
