This piece of work provides some important lessons on the process of implementing reforms. First, many countries lack the necessary data and information to assess the impact or effects of the reform. To reduce error, it is advisable for countries to consider implementing reform on an experimental basis, accompanied by ongoing monitoring, data collection, and evaluation. Second, data collection should be guided by the objectives of the analyses. The NHIS in Ghana as a kind of social health insurance is unique in its character and capitation as one of provider payment method should be encourage for all primary care services. My ten years working knowledge with the National Health Insurance Authority places me at a high positon to advice on systems to improve health insurance policies especially in developing economies in various ways. This piece of work can also be use as a guide for future research and data collection in evaluating the impact or effects of capitation as provider payment method. Being self-motivated with drive to succeed, I wish to develop my skills and knowledge to permit me consult for the United Nations in this field to help countries and humanity.
