The power transition theory posits that the rising power of a dissatisfied challenger state and its subsequent power parity with the most powerful state creates an environment highly conducive to conflict. Despite significant empirical and theoretical support, the power transition theory focuses its measure of power on internal measures. This study expands on Organski''s original power transition theory to allow for external measures of power.
