The book evaluates if relevant and appropriate management and implementation strategies and guidelines of the Tuition Fee Free Policy were prescribed by the National Department of Education for Provincial Education and School Managers to use while implementing the policy. The four major aims for the government to initiate the TFFP in 2012 were firstly, for children to have access to thirteen years of basic education. Next, with the aim that all people in Papua New Guinea to be educated to stimulate development. That education was available to all children and finally, parents were relieved from the burden of fees. While accessibility and affordability were emphasized, quality education was compromised. The policy needed to be evaluated as the envisioned outcomes were far from attained.
