International relations literature has traditionally focused on the inequitable relations between Africa and the European Union, which typifies client-donor dependent relations and placed less emphasis on the bilateral and multilateral cooperation between both continents in the international system. Through the lens of liberal institutionalism and using European Union Economic relations with South Africa and France-CFA political relations, this research will show that Africa's relations with Europe have moved from subservient and dependent to economic partners and political allies. This paper provided empirical and theoretical evidence, the rising of Africa agency and the implications were transmitted through two-fold analysis.
