Without any prejudice to the Trickle-down approach by Arthur Laffer and his contemporaries or fellows, this text explains a metaapproach to the trickle-down approach...knowledge is never enough and knowledge is not static. Therefore, doing the same thing different times with the expectations of having different results leads to insanity. There must always be a way out if we reason and research ethically and objectively to creating solutions to mankind. If we know our history, then we know where we come from, and this book is simply "Public Financial Management Explained".
