Problem Definition (Lack of Leadership)

The American public and the world viewed graphic photographs detailing the abuse of Iraqi Prisoners of War (POWs) at Abu Ghraib prison outside of Baghdad, Iraq. The situation brought attention to the United States and affected the tenor of America’s war in Iraq. The abuse and the ensuing investigation covered the period late 2003 through May 2004. This tragic event shaped how POWs were to be treated in any situation.
