Argali: peripheral populations and conservation strategy The majority of works in strategy for conservation do not even explain what their authors mean under the term “strategy”. On our point, the conservation strategy corresponds to its goal only in a case when not less than 75% of the the range of species is conserved, and 75% of population. 75 is “the gold rule of 75%” (Мyer, 1971), providing a quantity preponderance in all natural processes and the only guarantee for conserving and restoring populations. The conservation issue in scale of 75% of the range is accessible only for wide governmental and inter- governmental program. No one international environmental foundation – even the biggest – can reach such a scale. For this reason, foundations cannot decide the conservation tasks at a STRATEGIC LEVEL. The STRATEGIC LEVEL today can only lead to the process of species extermination. It includes at least 75% of the ranges of majority number of species. The facts of ten times decline of argali population throughout the range in last thirty years show that all program of argali conservation are developing OUT OF STRATEGIC DIRECTION.
