Lower level policies have not been reflected in National, District and Sub-county Level Policy change and lower level stake holder’s have not been directly involved in articulation, analysis, design and implementation and have had a limited role to play. The objectives of the study were to determine the outcomes of the development and implementation of lower level natural resource management policies, evaluate their performance and effectiveness, examine the constraints to compliance and adoption and identify the conditions necessary for sustainability. The study used an exploratory research design with both qualitative and quantitative approaches. 100 respondents who included farmers, policy task-force members, local government departments and donor agencies were purposively, simple randomly and stratified sampled and interviewed. Primary and secondary data was collected using questionnaires, interviews, focus group discussions, key informants and literature review. Data was coded, entered, and analyzed using SPSS.
