Employee turnover which refers to the process whereby employees leave the organisation and have to be replaced has received considerable attention by HR managers and other HR practitioners. The focus of this study is to understand the causes of employee turnover in RRA and identify strategies for improvement. RRA is a public institution in charge of tax administration in the Republic of Rwanda. Factors like better offers elsewhere, employee expectations, repetitive tasks, etc, were found to be the causes of ETO in RRA. Current retention strategies used by RRA were analyzed and discussed. It was noticed that the unsuccessful influence of the strategies in addressing the problem might be because of similar retention strategies used by other organisations in Rwanda, whereby employees considered such strategies as common and unattractive to motivate them to stay at RRA. Finally, after analysing RRA’s internal and external environment an efficient employee selection process was the chosen strategic option which would ensure that the organisation employees the right staffs for the right jobs. This will not only reduce turnover but will also improve employee performance and commitment.
